Registrars of Voters
Basic information regarding appointments, duties, etc.
Appointment:
· 4 Member Board appointed by the Board of Selectmen of a Town.
· Includes the Town Clerk plus 3 other members; The Board must always contain, as nearly as possible, representatives of the two leading political parties (i.e., Democrats and Republicans) and no more than 2 members of each.
· Recommendations for appointment should come via the Town Democratic or Republican Committee, as appropriate.
Term of Appointment:
· 3 Years
Qualifications:
o Must be registered voters in the town
o Must hold no other public office by public election or direct appointment by the Selectmen or Town Manager
o May be a justice of the peace, notary public or militia officer or hold an office by public election or appointment by the federal government or by the Commonwealth; and
o Must subscribe an oath to faithfully perform the duties of registrar
Duties: {There may be others be this are the primary ones.}
1. Annually prepare 3 local lists:
· The Street List
· Register of Voters
· Voting list by July 1 in state election years
2. Certification of Signatures
· Certify signatures on nomination papers, initiative petitions, referendum petitions, recount petitions and public policy petitions
· Registration of voters (including after normal Town Hall closing hours)
· Issue party enrollment certificates
· Certify absent voter applications
· Investigate objects and challenges to local nomination papers
