Warrant Explanation:

Explanation:  The Town of Duxbury employs a full-time Human Resources Director and Human Resources Department.  This is an area that has required in-house professionalization due to its increasing complexity.  The Personnel Board currently serves in an advisory capacity, and is a vestige of governance prior to the creation of the Town Manager position.  The Government Study Committee recommends that the Personnel Board be disbanded.                Proposed by Government Study Committee
