Sustainable Budget Task Force

The Sustainable Budget Task Force (SBTF) is an ad hoc group of individuals, appointed by the Town Manager and led by the Finance Director, to develop options for a sustainable five‐year Financial Forecast for FY26 through FY30 for the Town. Sustainable shall mean a financial forecast that uses realistic assumptions for revenues and expenditures that allow the Town to:

1. Provide services that meet residents’ expectations

2. Meet ongoing expenditure obligations through regularly occurring revenues.

CHARGE:  On April 22, 2024, Town Manager, Rene Read, created the Sustainable Budget Task Force and appointed the 7 members to carry out the following charge:

1. The Sustainable Budget Task Force will identify, evaluate, and recommend options to develop a five‐year sustainable plan for the Town of Duxbury. Said plan shall contemplate alternative revenue sources, Proposition 2 ½ overrides and exclusions, increases or reductions in services, increases or reductions in staff, outsourcing opportunities, as well as other measures deemed appropriate;

2. Collaborate with department heads, committees, consultants and other staff as needed;

3. Meet (at least) bi‐weekly at a time and place mutually agreeable to its members;

4. Advise the Town Manager during development of the budget on recommended options;

5. Prepare and present its findings to a joint meeting of the Selectboard, Finance Committee, Fiscal Advisory Committee and School Committee by August 15, 2024;

6. Keep the public informed as to the progress of the Task Force efforts by reporting at least monthly to the Selectboard and holding public information meetings as may be needed.
